One of the things I've discussed on other message boards was that if they did make a sequel to the American Godzilla movie, that they should move the creature more towards it's Japanese counterpart, but still giving it it's unique American qualities (so as to distinguish it). This was one of my ideas for that concept.

As for the scales, I think trying to focus on keeping them uniform actually made it easier (so it didn't become so tedious, in which case I probably would have just kind of 'winged it' at some point).
